About
Dr. Perkins is Professor of Computer Science and Electrical Engineering at University of Maryland, Baltimore County. His research spans the area of wireless communication and computer networking, including dynamic spectrum management, terahertz (THz) and sub-millimeter-wave wireless communications, and radio access networks. From 2021-2024, Dr. Perkins served as the Senior Program Director at the U.S. National Science Foundation (NSF) and was a chief architect for the NSF Regional Innovation Engines (NSF Engines) program which aims to catalyze regional innovation ecosystems throughout the United States, fostering economic growth, job creation, and rapid advancement of critical technologies such as semiconductors, artificial intelligence, advanced wireless, and biotechnology, while addressing societal and national challenges. Prior to joining UMBC in 2019, he served as the Lead Program Director for the Industry-University Cooperative Research Centers program in the CISE Directorate at the National Science Foundation and was the Hardy Edmiston Endowed Professor of Computer Science at the University of Louisiana at Lafayette. Dr. Perkins received the NSF CAREER Award in 2005, for his work in the area of multi-hop wireless networks and is a Senior Member of the IEEE. Dr. Perkins earned his M.S. and Ph.D. degrees in computer science and engineering from Michigan State University and the B.S. degree in computer science from Tuskegee University in 1995.
