About
Dr. Chul Hyun Park is an Associate Professor in the School of Public Policy and the Director of the InnoTech Policy Lab at the University of Maryland, Baltimore County (UMBC). He is also affiliated with the UMBC Cybersecurity Institute. His research focuses on cybersecurity policy and artificial intelligence (AI) governance.He is currently leading an interdisciplinary research project examining the relationships among election cybersecurity, public trust, and voter participation in an era shaped by rapidly advancing AI technologies. This project develops a national Election Cybersecurity Index (2012–2024), constructs multilevel longitudinal datasets to assess how cybersecurity capacity influences voter registration and turnout, and employs survey experiments to evaluate how information about cybersecurity protections affects public trust and perceptions of election integrity.
In addition, Dr. Park has led multiple research initiatives on emerging technologies that facilitate collaboration across public, nonprofit, and private sectors to address complex societal challenges, including disasters and crises. He has also conducted numerous program evaluations across diverse policy domains, including information and communication technology, public health, human and social services, and higher education.
His broader research agenda encompasses e-government, open governance, emergency management, and program evaluation. His work has been published in several high-quality, peer-reviewed journals, including Evaluation and Program Planning, Government Information Quarterly, International Review of Administrative Sciences, Journal of Public Health, New Media & Society, Public Performance & Management Review, and Technology in Society.
Over the past decade, Dr. Park has taught a range of graduate-level, including Research Methodology, Data Analysis, Program Evaluation, and Cybersecurity Policy. Prior to joining UMBC, he held faculty positions at Arizona State University and the University of Arkansas.
Dr. Park earned his Ph.D. in Public Administration and Policy from Arizona State University and holds a Master of Public Policy from Georgia State University and Seoul National University.
